Vice President, Government Relations - Silicon Valley Leadership Group

The Silicon Valley Leadership Group, founded in 1978 by David Packard of Hewlett-Packard, represents nearly 365 of Silicon Valley’s most respected employers on issues, programs and campaigns that affect the economic health and quality of life in Silicon Valley. The organization advances policies for Silicon Valley that help our region remain competitive by improving the business environment and quality of life in the areas of economic vitality, education, energy, environment, health care, housing, tax, technology & innovation, and transportation. 


The Vice President of Government Relations impacts all areas of the Leadership Group’s work. You will play a key role in the strategy and execution of all of the organization’s work that interfaces with elected officials at the local, regional, state and federal levels. The job will be primarily based in Sacramento with approximately 5-10% of the time at the Leadership Group office in San Jose. 

In this role, you will help manage and facilitate California legislative and regulatory policy priorities and logistics for the organization, and monitor developments around state and local affairs.

The position will be dedicated to various policy priority areas which focus on the business climate, economic competitiveness, and quality of life for employers and our employees. 

You will be responsible for directly advocating to elected officials and their offices, with an emphasis on delivering strategic outreach opportunities, trips and roundtables for our members, including our annual Washington, D.C. trip, annual Sacramento Advocacy Day, Fresh Ideas for New Legislators event and Silicon Valley Caucus Roundtables.

Working closely with the President & CEO, the Vice President of Technology and Innovation, and the Sr. Government Relations Associate, you will be responsible for developing and executing opportunities for members to engage and advocate before federal, state, regional and local governments and assist in government affairs efforts. 

The Vice President of Government Relations should have a strong understanding of Sacramento people, politics, and policy. That awareness will inform the Silicon Valley Leadership Group’s internal staff and membership. 

You will assist and advise our Government Relations Committee, Operations Committee, and our Working Council to form appropriate recommendations on our government relations strategy and outreach, help develop the Committee’s work plan, and ensure that the Committee and the organization’s government relations work is strategically focused on priorities important to the membership. 


The ideal candidate will have a Bachelor’s Degree, 3-5 years of work experience in the State Capitol, and strong written and oral communication skills. We seek an individual with experience working with members of the Governor’s Administration, the state legislature, and/or California regulatory agencies. A range and depth of experience is preferred. 

Knowledge of business issues and established relationships with California elected officials is essential. 

We seek a strong team player with the ability to multitask and enjoy working in a fast-paced work setting.

Demonstrated ability to work independently, exercise sound judgment, execute strategy and operate with confidentiality is required.

A successful candidate will be able to respond quickly to last-minute requests of members, and pivot swiftly around changing legislation. 

We seek an individual with an appreciation for the complexities of working across multiple policy disciplines.

In addition, the preferred candidate will have a strong mission orientation and a passion for non-profit civic service. 


Identify and monitor state legislative proposals that impact our members, and work with members to determine positions on proposals and advocate for the appropriate policy response; 

Advocate for the Leadership Group’s policy positions with policymakers and regulators, including drafting letters and position papers, and advocating to members and staff; 

Represent the Leadership Group at legislative meetings, hearings, and political events; 

Work with members on the Government Relations committee to develop the Silicon Valley Leadership Group’s government relations strategy and outreach; 

Streamline policy issues and inform our membership of relevant policy priorities; 

Assist with our annual Washington, D.C. and Sacramento advocacy trips, and the biennial Fresh Ideas trip with newly-elected legislators; 

Develop key relationships between the Leadership Group, our member companies and state officials and agencies; 

Prepare briefing materials to equip colleagues and members to advocate effectively in support of policy objectives; 

Identify and prioritize opportunities with high return on investment between our member companies and elected officials and government agencies; 

Advise and update the CEO and our member executives on current events and developments with key legislative relationships; 

Identify and cultivate fundraising opportunities from various member companies to serve as branded sponsors for key government relations events; 

Develop ideas and content for electronic messages, web content and policy updates; and 

Complete other duties as assigned. 


Based on relevant experience, the salary range for this position is $110,000 – $145,000 with full medical/dental benefits (with employee contribution), vacation, Life/ADD insurance, sabbatical and 401k match.
